Forwarding Full Text: China's Energy Transition

On August 29th 2024, the State Council Information Office released the White Paper on China's Energy Transition.

 

In 2023, the proportion of clean energy consumption will reach 26.4%, an increase of 10.9% from 2013, while the cumulative proportion of coal consumption will decrease by 12.1%. The total installed capacity of power generation reached 2.92 billion KW, of which the installed capacity of clean energy power generation reached 1.7 billion KW, accounting for 58.2% of the total installed capacity of power generation.

 

The clean energy generation capacity is about 3.8 trillion KW hours, accounting for 39.7% of the total power generation, an increase of about 15% from 2013. In the past decade, the newly added clean energy generation has accounted for more than half of the total increase in electricity consumption in society, and the "green" energy content in China has continued to increase.


Practical achievements:


The development of clean energy has achieved a new leap: by the end of 2023, the installed capacity of wind and photovoltaic power generation will increase tenfold compared to ten years ago, and clean energy power generation will account for 58.2% of the total installed capacity. The newly added clean energy power generation will account for more than half of the total increase in electricity consumption in society.

 

The cumulative installed capacity of wind power and photovoltaic power in China has reached 441 million KW and 609 million KW respectively, a total increase of 10 times compared to 10 years ago. Among them, the cumulative installed capacity of distributed photovoltaic power generation exceeds 250 million KW, accounting for more than 40% of the total installed capacity of photovoltaic power generation.

 

New achievements have been made in the clean and efficient utilization of energy: Over the past decade, more than 100 million KW of outdated coal-fired power generation capacity has been eliminated, pollutant emissions in the power industry have been reduced by more than 90%, the electrification rate of terminal energy consumption in the whole society has reached 28%, and the cumulative energy consumption per unit of GDP has decreased by more than 26%.

 

New breakthroughs have been made in green energy technology: a research and development, design, and manufacturing system for the entire wind and photovoltaic industry chain has been established, and the fourth-generation nuclear power technology for large-scale third-generation pressurized water reactors and high-temperature gas cooled reactors has been mastered. The hydropower industry chain system is globally leading.

 

New progress has been made in the reform of the energy system: a diversified energy market structure, a unified and open energy market system are gradually being constructed and improved, and an energy pricing mechanism is gradually taking shape.

 

When talking about future development trends, Song Wen, Director of the Legal and Institutional Reform Department of the National Energy Administration, stated that the energy industry is urgently conducting preliminary research on the "15th Five Year Plan", studying and deploying the target tasks for the next stage of energy transformation. It will promote the high-quality development of new energy with greater efforts, solidly carry out the work of green and low-carbon energy transformation, and promote an average annual increase of about 1 percentage point in the proportion of non-fossil energy consumption.
